Improved Hot-plug debug connection usability - Ignore binary download warning

When using the hotplug feature, the debugger load module setting needs to be changed to download symbols only.

This is improved in 2024-04 and the image file will not be downloaded automatically, when the hotplug debug connection mode is specified.
